AMIC, already underway, will fast-track the state’s journey into an export-oriented, manufacturing-led economy.

This urban trilogy is the architectural signature of a state in turbo-mode, expanding beyond today’s limits into tomorrow’s potential.

Governor Soludo’s next phase includes a comprehensive Oncology Centre, Anambra’s answer to Nigeria’s growing cancer burden. This will complement the telemedicine backbone already in place, ensuring that quality healthcare reaches not just cities but the most remote wards.

Every resident, no matter where they live, will have real-time digital access to medical consultations. Health emergencies will meet smart responses. Rural births will receive world-class care. Governor Soludo’s health vision is radical in its simplicity: every life must count.

The Solution Innovation District (SID) will scale its operations with the One Million Digital Tribe Initiative, a plan to equip one million Ndi Anambra, especially youth, with the tools, training, and opportunities to thrive in a global tech economy.

The state is deploying over 2,000 km of fiber-optic cable, opening up high-speed internet access to every LGA. Startups will flourish, creators will innovate, and jobs will be created not by government handouts but by tech-enabled ingenuity.

Add to this is the coming Anambra Smart Education Ecosystem, including a new University of Education, a Smart College of Nursing, and leadership finishing schools, and you begin to see the complete human capital pipeline Governor Soludo is engineering, from classroom to a productive career, from village to virtual. No one is left behind

The next frontier is connected, mobile, and efficient. The Anambra Transport Masterplan will deliver a state rail network, linking major commercial centres, dualisation of more Trunk A highways across the state, a modern mass transit system, combining BRTs, water transport, and digital ticketing. This is all about productivity, ease, and environmental responsibility.

Also, Governor Soludo is set to unlock Anambra’s untapped tourism goldmines, projects that will merge heritage with hospitality. This means that Ogbunike Caves, Owerre-Ezukala Waterfalls, and Agulu Lake will be developed into world-class eco-tourism destinations with supporting infrastructure, security, and luxury accommodations.

The Marriott Hotel in Awka, with the groundwork on-going, will anchor a new era of business and leisure tourism in the state. Culture, once an afterthought, will become commerce. The way of life of the people will be projected respectfully and sustainably.

Governor Soludo’s next chapter further focuses on food security and climate-smart agriculture. The vision includes Smart farms across zones, using tech to monitor yield, irrigation, and soil health; A central Agro-Processing and Export Hub, linked to the AMIC; Scaling of the coconut and oil palm revolution, targeting economic self-reliance at the household level; and A reactivated Ifite-Ogwari irrigation infrastructure enabling 2-3 rice cycles annually, potentially turning Anambra into a regional rice powerhouse.

To ensure that no student is left behind, a comprehensive Anambra Students’ Bursary Scheme will be launched. Targeted at indigent but brilliant students, this programme will remove financial barriers to higher education, complementing the ongoing free basic and secondary education policy of the government. This is Governor Soludo’s philosophy in action: equal opportunity, not equal outcome, empowering merit and enabling dreams.

So far, Governor Soludo’s three-year track record has silenced doubters and inspired believers. But what is coming next is even more compelling. It is a future where digital connectivity meets social equity, where health is accessible, roads are navigable, cities are livable, and the environment is breathable. It is a future where transformation is not measured by applause, but by impact; and where Anambra, once a departure lounge, becomes the dream destination. Acceleration mode is now activated.

In the story of every great society, the true engine of transformation is not limited to oil or infrastructure alone; it is also about the people.

It is education that shapes their minds, healthcare that preserves their lives, skills that empower their hands, and dignity that secures their place in society.

In Anambra State, Governor Chukwuma Charles Soludo, CFR, is scripting this very story with breathtaking urgency. His human capital and social agenda is a people-centred movement to build a prosperous and compassionate homeland.

At the onset of his tenure, Governor Soludo’s bold declaration of a state of emergency in education was a necessary jolt to a system that had lost its way. Today, Anambra is the first state in Nigeria where every child in public school, from nursery to SS3, pays nothing: no levies, no fees, and no hidden charges.

This landmark policy has reversed a decline in enrollment. Public primary school enrollment has surged by 27.05%, while secondary school numbers have risen by 10.36%.

In 2024, Unesco rated Anambra State as the lowest in out of school syndrome at a rate of 2.90 While the 2024/25 National Education Management Information System Annual Census held in conjunction with State Education Management Information System rated the out of syndrome at 0.25. Anambra now boasts with the lowest rate of out of school children in Nigeria.

When Governor Soludo took office, over 7,500 teaching positions were vacant. Within his first year, he recruited 8,115 teachers in a merit-based, digital-savvy cohort drawn from 18 states across Nigeria. These teachers have been deployed to every corner of the state, from bustling cities to forgotten villages, dramatically improving the teacher-learner ratio to 31:1 in primary, 28:1 in secondary, and 26:1 in ECCD. Every headteacher and principal now has a laptop. 22 pilot smart schools are transforming into centres of innovation, preparing students for a world where knowledge, not connections, defines the future.

Through the Public-Private-Community Partnership (PPCP) model, 70 philanthropists have invested in renovating and building schools. Mission schools, long neglected, are receiving generous government support, ₦2.2 billion in grants, including for Pentecostal schools for the first time. Eighty per cent of newly recruited teachers serve in mission schools whose salaries are fully covered by the state, almost ₦1 billion monthly. Education is no longer an orphan of policy; it is the crown jewel in Anambra State under Governor Soludo

Also, Anambra is setting national standards in healthcare with its telemedicine network. Every primary healthcare centre in the state is now digitally linked to a pool of 42 doctors, available 24/7. With the tap of a button, a villager in the remote areas can consult a doctor, be referred, and even evacuated using the Anambra State Emergency Ambulance Service (ASEMSAS) via a toll-free line.

Today, 326 primary health centres have been renovated and equipped with solar-powered boreholes, lithium inverters, and internet-enabled diagnostic tools. Once-abandoned facilities are now hubs of life-saving care. Each political ward in Anambra has at least one functional medical facility.

Five brand-new general hospitals have been built, all in underserved areas of Anambra North, defying political calculations as Governor Soludo is from Anambra South. Additionally, three general hospitals have been upgraded to specialist status. Equipment such as dialysis machines, dental theatres, and ophthalmology labs now exist where there was once neglect. At the tertiary level, a state-of-the-art Trauma Centre is under construction at the Chukwuemeka Odimegwu Ojukwu University Teaching Hospital. A smart nursing school, the largest in Southeast Nigeria, is also taking shape.

Over 102,643 women have benefited from completely free antenatal care and delivery, including 344 cesarean sections. Since its inception, public hospital births have risen from 200 to over 1,000 monthly, with 52% of beneficiaries being non-indigenes, an evidence of the universal humanity guiding the policy.

From 3.8 million mosquito nets distributed to cervical cancer screening for over 13,000 women, the healthcare revival is as broad as it is deep. Anambra’s Health Insurance Scheme now covers 120,000 residents, including keke riders and shuttle bus drivers, and aims to double coverage by 2025.

Governor Soludo’s vision for youth development is practical, visionary, and deeply cultural. Inspired by the Igbo Apprenticeship System (IAS), the One Youth, Two Skills initiative is empowering 5,000 young people in 2024, with another 8,700 in training for 2025. With over ₦2 billion in seed capital and an additional ₦2.5 billion in concessional loans through ASBA, over 3,000 youth have become self-made millionaires, armed with skills that scale. This is not the usual handout or welfarist tokenism; it is wealth creation in action.

The Soludo administration’s compassion also finds real expression in its social justice programmes. Over 1,800 children separated from families have been rescued and reunited. Over 150 interventions have protected widows from inhumane practices, enforcing the Widowhood Rights Law. More than 3,000 disputes have been resolved through Alternative Dispute Resolution (ADR), giving women and children an accessible justice mechanism. Over 2,000 perpetrators of gender-based violence and trafficking have been apprehended, while 121 children were rescued from exploitative conditions. Over 1,500 grassroots women leaders have been mobilised into governance, with 2,500+ women trained in vocational and entrepreneurial skills. Governor Soludo’s women agenda is empowerment by design.

With decades of dry taps behind them, Anambra residents are now witnessing the return of pipe-borne water. Five major urban water schemes, 15 small-town networks, and 109 rural projects, including 30 in Okpoko alone, have been rehabilitated and upgraded. For many, this is the first time in living memory that potable water flows at home.

Governor Soludo’s human capital agenda is a deeply personal, profoundly life-changing covenant with the people of Anambra. By investing in minds, healing bodies, empowering youths, uplifting women, and restoring dignity, he is building a better, more just, equitable society where every life counts. In Anambra, for the first time in a long time, governance has truly come home. Solution is here!

In a developing democracy like ours, public trust in government can be paper-thin and integrity may seem like a lost art. Yet, some leaders still take pains to make a difference even in a system that is riddled with corruption.

An example is Anambra State under Governor Chukwuma Charles Soludo, CFR, where a different picture is being painted.

A picture where leaders lead by example, public finance is an open book, civil servants are empowered, and meritocracy, not mediocrity, is the rule.

Governor Soludo’s governance agenda is a quiet transformation, not in shouts and slogans, but in systems, standards, and service to the people.

Governor Soludo promised transparency, and he has institutionalised it. Under his watch, Anambra became one of the few Nigerian states to publish its financial statements in real-time, allowing Ndi Anambra to see exactly how public funds are used.

 

The result is a new kind of relationship between citizens and government: one rooted in trust and open dialogue.

In order to deepen this engagement, the Solution Lens’ citizen feedback platform was launched. Through it, the people not only talk to the government, they talk through it, proving democracy in action.

Since the coming of the Soludo government, the digitisation of budgeting, procurement, and financial systems has blocked age-old leakages.

The results are staggering: an 80% reduction in the cost of governance across board, amounting to ₦4 billion in savings, which is now redirected into critical infrastructure and social services.

While many state governments drown in debt, Governor Soludo’s Anambra is an exception. Despite having the legislative Assembly approval to borrow ₦100 billion, not a single kobo has been borrowed in three years. Instead, capital expenditure has risen to 77% of the budget, the highest in the nation, while recurrent spending has been squeezed to 23%.

The state is now among Nigeria’s top five most fiscally sustainable states, a veritable model of prudent leadership in an environment of debt addiction.

Governor Soludo understands that no reform sticks without the support of those who implement it. That’s why his administration began with bold civil service reforms: A 10% salary increase in 2023, followed by payment of minimum wage in 2024, as well as prompt payment of gratuities and pensions, including clearing four years of backlog for state and local government retirees. Every retiree in Anambra now receives their benefits on time.

 

Beyond the state capital, Governor Soludo has breathed life into grassroots governance. Local government secretariats have been rebuilt, enhancing the efficiency of service delivery at the community level.

The reconstruction is institutional, while the Local Government Administration Law 2024 provides a framework for transparent, accountable governance at the third tier.

Five new High Court halls and residential quarters for judges have been constructed to strengthen judicial efficiency. But infrastructure is just one half of the coin; performance is the other.

The creation of a Strategy, Execution, and Evaluation Office ensures that every project, programme, and policy is tracked, measured, and optimised. No more ghost contracts, no more political white elephants, no more delayed payments, no more abandoned projects, only measurable impact.

Governor Soludo’s mantra, ‘One State, One People, One Agenda’, goes beyond rhetoric and shows up in asphalt and action. For the first time ever, Nzam in Anambra West has a motorable road. The Otuocha–Aguleri road project, long ignored, is now alive with progress.

The 26.7km Awba-Ofemili road, previously only a footpath, is now fully asphalted. From the hills of Aguata to the riverbanks of Anambra East, every community now has a stake in the state.

Appointments in Governor Soludo’s government reflect competence, not favouritism. His youthful “Solution Team” was selected based on merit, diversity, and innovation.

Inclusion is now a culture. Under his watch, the traditional Igbo values of hard work, enterprise integrity, and communal responsibility are being institutionalised. A culture of excellence is emerging, one that rewards service over self-interest.

Thus, in three years, Governor Soludo has redefined what governance truly means in Anambra State. From digitised systems to debt-free economics; from fair justice to inclusive development; from transparency to trust, his leadership model is a masterclass in ethical public service. This is governance that restores faith. Governance that works. And most importantly, governance that serves.

When Governor Chukwuma Charles Soludo, CFR, assumed office in 2022, he inherited more than a state in need of development. He inherited an ecological emergency.

With over 1,000 active erosion sites, flooding that displaced entire communities, a broken waste system, and air quality so poor that Onitsha was once ranked the most polluted city in the world, Anambra was crying out for environmental redemption.

Three years later, the cry is being answered, not with press releases but with policies, partnerships, and purposeful action.

Governor Soludo’s environmental agenda is at the very core of his vision for a clean, green, livable Anambra.

Onitsha, Awka, Nnewi, and Okpoko, once clogged by towering heaps of refuse, have been reborn. One of Governor Soludo’s first acts in office was to declare a State of Emergency on the Environment, and with boots on the ground, he and his deputy personally supervised the clearance of mountains of garbage.

Take Ochanja Roundabout, for example. Once a symbol of urban decay and neglect, it has been transformed into a functional public space complete with a water fountain. It is much a visual upgrade as it is of a psychological one.

Residents now walk with dignity in streets that were once overrun with filth.
The previous centralised waste collection system was slow, inefficient, and grossly ineffective.

Today, waste management is decentralised to the local governments, allowing for quicker turnarounds, local enforcement, and more responsive clean-up efforts.

The results speak volumes: In 2024, Anambra was ranked among Nigeria’s 10 cleanest states by the Clean Up Nigeria environmental performance index. From stench to status, that is what transformational leadership looks like.

In the battle against climate change, Governor Soludo’s administration has embraced a simple but powerful weapon: planting of trees. Over the past three years, the state has committed to planting over 1 million trees annually, targeting erosion-prone areas and depleted forest zones.

Every one of Anambra’s 179 communities has been touched by this green wave. In partnership with the Nigerian Conservation Foundation, federal agencies, and global partners, this reforestation drive is beautifying the landscape as well as rebalancing the ecosystem.

The environmental agenda goes beyond trees. It is also a solar-powered revolution. Over 26,000 diesel streetlights have been converted to solar. Government buildings, hospitals, and courts now rely on clean, renewable energy sources.

This dual-purpose initiative addresses both climate emissions and energy poverty, aligning with global best practices and contributing to a more sustainable and self-sufficient energy grid in Anambra.

With over 40% of Anambra’s land area degraded by erosion, the scale of the challenge is staggering. Yet, Governor Soludo’s administration has responded with equal urgency and precision.

Through the newly established Anambra State Erosion, Watershed and Climate Change Agency, numerous high-risk sites have received life-saving interventions. These include Nkpor-Ideani erosion site, Ozubulu road-cut, Ezioko-Oko site, Milatel site in Awka, Agulu-Awka/Paul University erosion corridor, Awgbu-Amokpala gully, Cosmetics Market flood basin in Nkpor, and the heavily flooded Ekwulobia zone.

These sites, which were once ticking time bombs, are now stabilised through afforestation, slope reengineering, drainage desilting, and silt traps.

Governor Soludo’s environmental blueprint thus combines engineering expertise with ecological wisdom. In flood-prone areas, the administration has conducted statewide desilting of drainage systems. These efforts have significantly mitigated flash floods, particularly during the long and intense rainy seasons.

Now, roads remain open, businesses stay afloat, and families are spared displacement.

In 2024, Anambra passed one of the most comprehensive environmental laws in Nigeria’s sub-national space, namely the Anambra State Environmental Management, Protection, and Administrative Law.

This groundbreaking legislation enshrines key reforms, including: Prohibiting unauthorised soil excavation; Mandatory environmental and social safety assessments for major projects; Regulated waste disposal standards for urban and rural areas; Minimum environmental benchmarks for markets, abattoirs, estates, and parks; Mandatory tree-planting obligations for new developments; and Penalties for erosion-promoting practices and deforestation. This is environmental governance in action.

Governor Soludo’s vision of a “livable homeland” rests heavily on environmental sustainability. That is why every new policy, whether in infrastructure, housing, energy, or agriculture, is being designed with eco-consciousness in mind. The state is also cultivating a new generation of eco-conscious citizens through school-based environmental education, community engagement, and public sensitisation.

In Anambra today, sustainability is no longer the job of the Ministry of Environment, it is the mindset of a movement.

Finally, in a state once overwhelmed by erosion, pollution, and environmental neglect, Governor Soludo is orchestrating a green renaissance. His administration has shifted Anambra’s environmental narrative, from reaction to regeneration, from disorder to discipline, from decay to dignity.

With every cleaned street, every planted tree, every tamed flood, and every solar panel installed, Governor Soludo is doing something exceptional in Nigerian governance: he is healing the land.

If charity, as they say, begins at home, then accountability as a governance virtue must also be shown first at home before being trumpeted to the world.

Since last month, when his administration clocked three years, the Governor of Anambra State, Professor Chukwuma Charles Soludo, CFR, has been regaling Ndi Anambra with reports of his scintillating performance.

From Awka to Lagos and Abuja, the tireless governor has been reporting and giving transparent accounts to the good people of Anambra State, whom he has always respectfully referred to as his employers

In a continuation of his transparent, accountable governance, Governor Soludo has now taken his administration’s progress report directly to Anambra citizens abroad. The Easter Monday town hall meeting in London marks the culmination of a strategic Diaspora engagement tour that has already impressed audiences in Lagos and Abuja.

What makes this approach remarkable is not just the governor’s willingness to face his constituents directly but his emphasis on fiscal responsibility. Just as he told the London audience, at a time when many Nigerian states are drowning in debt, Governor Soludo proudly highlighted his administration’s achievements without resorting to potentially crippling World Bank loans. This prudent financial stewardship deserves attention, especially as some governments struggle with mounting repayment obligations.

 

The London gathering also represents more than a mere political exercise. It was spontaneously interactive. Critical questions were asked, and satisfactory answers were given. By actively courting Diaspora participation, Governor Soludo taps into a powerful resource: the intellectual and financial capital of Anambra citizens abroad. These professionals and business leaders possess networks, expertise, and investment capacity that could accelerate development back home, and the governor beckoned them to think home.

By and large, the governor’s methodical outreaches, from state capital Awka to economic hub Lagos to political centre Abuja and now to international Diaspora, demonstrates strategic thinking about stakeholder engagement. By framing development as collective ownership rather than government largesse, Governor Soludo challenges the traditional patron-client relationship that has hindered sustainable progress in many Nigerian states.

As Governor Soludo continues pursuing his Anambra smart megacity ambitions, this Diaspora dialogue and more such productive engagements may prove the critical difference between lofty plans and concrete achievements, going forward into his anticipated second term. For now, his model of accountability, fiscal discipline, and Diaspora partnership keeps Anambra rising on the wings of One State, One People, One Agenda.

The security of lives and property is desirable and imperative for sustainable development in any society. Yet, insecurity is a global phenomenon that may not be totally erased but can be reduced to tolerable levels where people can live and work with peace of mind.

Three years ago, Anambra State trembled under the weight of fear of insecurity: criminal gangs, masked gunmen jolted the peace of the state.

But under Governor Chukwuma Charles Soludo, CFR, a decisive battle began not just to secure lives and property but to lay the foundation for peaceful, livable, and prosperous homeland

Today, Anambra is no longer a dreaded zone; it is becoming a sanctuary of safety and peace.

When Governor Soludo assumed office in March 2022, nine local government areas were under the grip of terror. His response was immediate, strategic, and unflinching.

The creation of a 250-man AVG Strike Force, coordinated security synergy, and high-tech interventions, including AI surveillance and robust intelligence gathering, dismantled over 60 criminal camps. Hidden shrines, decomposed bodies, ransom records: Anambra stared down its demons.

Giving the war on crime and insecurity a new lease, the Homeland Security Law of 2025 birthed the Agunechemba Security Outfit and integrated smart tech into law enforcement.

Over 2,000 security operatives and 200 specialised vehicles were deployed, combing not just Onitsha or Awka and other crime-proned areas but also the psychological climate of the entire state.

The slogan “Udo ga achi” (Peace shall reign) is no longer a wishful thinking; it is reality as Ndi Anambra can sleep with two eyes closed, live unmolested, work unrestrained, socialise freely and visit unsacred.

In addition to putting boots on the ground, the palpable psychological fears amongst the citizenry were addressed by Governor Soludo.

By setting up “The Truth, Justice and Peace Commission,” led by Prof. Chidi Odinkalu. This body explored root causes of insecurity, giving rise to the Bureau of Missing Persons, the first of its kind in Nigeria. Governor Soludo is also passionately advocating ‘value reformation’ – a mental and moral shift of Anambra youth from criminal get-rich-quick pursuits to the ennobling values of hard work, honesty, enterprise, and integrity as a sustainable path to wealth and good life.

Strategically, law enforcement and judicial reform also received attention. With digital courtrooms, virtual hearings in 30 high courts and 4 correctional centres, and automated filing systems, Anambra’s justice delivery has evolved into a model of modern efficiency. Small Claims Courts now resolve minor disputes swiftly, a vital innovation for the common man.

Governor Soludo’s war on disorder expanded to markets and motor parks. Over 1,500 touts were arrested by the Anambra State Special Anti-Touting Squad (SASA), restoring sanity in the bustling Greater Onitsha metropolis.

Twenty executive bills, ranging from Anti-Touting to Criminal Justice Reforms, have been signed into law. These are not just laws on paper; they are the infrastructure of a new civil order in the state.

Today, three good years on Governor Soludo’s crusade against insecurity and lawlessness is not just about arresting criminals; it is about building a just, wholesome society.

With a justice system that works, technology-driven enforcement, and strategic legislative reforms, Anambra has moved from anxiety to assurance, from fear to freedom.

The question is no longer whether the current atmosphere of peace and security can be sustained, but the glaring reasons Ndi Anambra should re-elect Governor Soludo to continue the revolution!

In just three years, Governor Soludo’s administration has not only addressed long-standing issues but has also set the stage for a prosperous future.

This summative exposition is just a glimpse of the multifaceted achievements of Governor Soludo, exploring how his administration has redefined governance, infrastructure, security, and economic development in Anambra State.

As many already know, Governor Soludo’s vision for Anambra is encapsulated in the ambitious African Dubai-Taiwan-Silicon Valley (ADTS) project. This vision is supported by a youthful and dynamic ‘Solution Team’ that has been instrumental in redefining governance.

The administration’s focus on integrity, equity, and inclusiveness has led to significant strides in infrastructure, security, and economic development.

Governor Soludo’s mantra, “One State, One People, One Agenda,” underpins his commitment to unity and collective progress.

In terms of infrastructure, Anambra has seen a massive road and transportation revolution. Over 754 kilometres of new roads have been contracted, with 462 kilometres asphalted and completed.

The state government has also rehabilitated five major water schemes, ensuring access to piped water for its residents. Additionally, the administration has embarked on a renewable energy initiative, converting over 26,000 diesel-powered streetlights to solar power.

The construction of the state-of-the-art Government House complex and the remodeling and expansion of the Three Arms Zone are further strong pointers to the administration’s commitment to modernisation.

Economically, Anambra is positioning itself as a commercial and logistics hub. The establishment of the Anambra Mixed-Use Industrial City (AMIC) and the Pharmaceutical Distribution and Manufacturing Hub are proofs of the state’s commitment to industrialisation.

These projects are expected to attract significant investment and create numerous job opportunities.
